HDSA 2026 STAFF & BOARD OF DIRECTORS

HDSA Committees

Our program is based on the 4 Points of the Main Street Model: Design (D), Economic Vitality (EV), Outreach (O), and Promotion (P). We structure our committees within each of these 4 points, with targeted objectives and strategic goals. Our current committees are as follows:

 

Real Estate (EV/D)

Strengthens connections between HDSA and property owners, landlords, and commercial brokers to support the economic vitality of downtown Snohomish. The committee documents property ownership, tracks tenancy changes, and educates stakeholders on HDSA’s vision for downtown development. By fostering collaboration and identifying opportunities for strategic growth, this committee helps shape a thriving and sustainable business district. This committee is led by Heidi Ihde.

Business (EV/P)

Focuses on supporting small businesses in downtown Snohomish by identifying their needs, providing resources, and offering training in areas like marketing, operations, and financial management. Through surveys, workshops, and strategic planning, the committee helps businesses access tools for growth and sustainability. Led by Jessica Trouillaud and supported by HDSA leadership and external partners, the initiative aims to foster a thriving local business community.

Government and Non-Profits (D/O)
Builds strong relationships between HDSA and key stakeholders, including government agencies, nonprofits, and private organizations. The committee actively seeks resources, funding opportunities, and strategic partnerships that benefit the downtown district, supporting local businesses and community initiatives. This committee is led by Shari Ireton.

Fostering Community (O)

Strengthens connections between residents, volunteers, and the Historic Downtown Snohomish Association. Through community surveys, outreach events, and volunteer engagement initiatives, we gather input, support local projects, and enhance volunteer experiences. This committee is led by Kelley Toomey.

Organization Committee (O)
This committee is responsible for the organizational structure of HDSA, standard operating procedures, and adherence to the Washington State Main Street Model.

Our committees provide essential leadership for our organization, and we welcome community volunteers to join us in this work. 

HDSA MEETINGS

HDSA board meetings are held every other month in the evenings. These meetings are to accomplish the strategic and working plans of the organization, in accordance with our mission and vision for the downtown historic district. In addition, we also hold quarterly merchant meetings for our businesses and an annual open house event for all the stakeholders of historic downtown Snohomish. The next meeting is Thursday, March 12th at the HDSA office beginning at 6:30pm

We created an SOP for downtown cleanup partnership efforts. There is one group that is close to signing up for one of the summer months, and we will be looking for two more. If you’re interested in helping clean our downtown when we need it most, sign up!

Enabling Downtown Businesses' Financial Success
The business support committee is working on a training for the next quarterly meeting, and it is targeted to provide meaningful support for those who participate.

First Street Master Plan
The final plan will go to Council in early April with a public hearing on April 21st. If it is adopted, the city can move on to the engineering phase.

Identifying Types of Experiences We Need Downtown
HDSA is working on a report of business diversity in downtown. What types of businesses don't we have that would do really well here? What do people want? Where do people choose to go when they leave Snohomish? What is it people wanted to find when they came here, but didn't? We learned that we won’t be able to partner with UW Bothell on this project. Therefore, we get to work on it ourselves! We will be surveying our members, followers, and newsletter subscribers to get the input we need for this.

Legislative agenda:
HDSA is promoting legislation for B&O Tax reform to support small businesses, clarification on Main Street Tax Credit Incentive Program to enable municipality participation, and advocating with the city for support for their next phase of the First Street Master Plan and anything else they need that touches our district.

Lodging Partners Database
We have a volunteer working on this and will hopefully finish in time for us to build relationships with them in time for the visitors coming for the world cup.

Outdoor Music
We submitted a grant request for $50,000 to T-Mobile. We will hear by the end of May if we will get it. It will go from Union Ave to Ave B and will support our events and the overall experience of our visitors at key times.

Pop-Up Shopping Event
What a great event! We had 27 vendors in 21 businesses and it was fun! All indicators point to this as a repeat for next year. Thank you to our business support committee and staff for making this happen!

Prepare for World Cup
HDSA is providing a "What you need to know?” guide for our local businesses to be prepared for the World Cup this summer.

Promote Safety
The quarterly reminder to our businesses on the non-trespassing form was sent out. Additionally, Chief Alanis is having his officers re-trained on the city’s process for how to use those forms.

Strengthening Relationships with Businesses
We had our first meetup for business owners in Q1 and are planning the next one for Q2. The first meetup was a social gathering. The next will provide more training and resources.

UW Bothell Partnership
We have two businesses in the marketing program (Just Poké and Dane Styles) and two businesses in the MBA program (Maple & Moss and Humidity – a new business downtown).

Updating our Property Database Software
Maestro is our internal database of property owners, businesses, and landlords. It has been audited, all properties added, and all businesses added as well. This is a significant milestone as it’s been years in the making and is foundational to our Real Estate Committee being able to move forward and build relationships with our landlords.

Zoning Support
We have been working with a volunteer to conduct research into what similar communities have done to protect retail and restaurant space in their downtowns and hope to learn from them what we can do to ensure that we are not losing more valuable retail space to financial services businesses.
